2001 ford expedition that ran out of fuel and was replaced with fuel and still will not start?

My 2002 expedition did the same thing.... If the fuel gage is still reading E and your car is not sitting in an incline...it won't start. As soon as I was able to change the positioning of my vehicle in cranked fine.
