The main Relays and fuses are in a Black box in front of the the driver side front Strut. The small fuses are right in front of your left knee when sitting in the driver seat, behind a plastic panel. and behind those are the rest of the relays. You'll have to crawl down where your feet go to see the relays.

All my fuses and relays work. My horn and cruise control do not work. Also my airbag light is flashing. Could it be the clock spring and if so How do I change it out.
You mentioned relays and wires, but did you check fuses? Fuses or grounds or the wires could still be bad. You have to measure the voltages dropped across them. Good luck.

It's in the power distribution block on the drivers side, under the hood. Most of the relays & maxi fuses are there.It's just in front of the shock tower, under the plastic cover.Look under the cover, there is a diagram showing the location of fuses & relays.
No... Under the hood has relays but all fuses are located inside the car, under the steering wheel area, just pop off the access pannel and there they are.

there are a number of reason for this, first check all the fuses and relays and make sure they are good and some relays are interchangeable, second check for a loose ground from the battery to the frame and from engine to frame, then take out the ecm and have it tested
