You have three different possibilities, and a little troubleshooting will be needed to find out exactly which it is.
Bad Switch
Not too likely if the switch 'feels' like it is switching smooth and not getting stuck.
Bad Circuit Breaker
There is a single circuit breaker that supplies power to the blower motor when it is set to high. This circuit breaker should be checked. Please refer to the link provided to find the breaker.
Bad Blower Motor Resistor Assembly
This is the most likely because these things fail all the time. Again, you will have to troubleshoot with either a test light or multimeter to see if the power from the circuit breaker and switch are there when the blower is set to high. If both signals are there, then you will need to replace the assembly. This is on the passenger side of the van and you may have to remove a panel or two to get to it.

Defective heater resistor pack.
Replace heater motor resistor.
Most cars will idle high until the engine warms up. If your car continuosly runs high have the fuel system checked.
you might need a new switch.
BLOWER MOTOR RESITAR SWITCH
you need a new rheostat !
Remove the hoses going to the heater core. Use a regular water hose with a high pressure nozzle and flush both ways.
Most likely a failed blower resistor.

Charged on the low side service port. If you connect a small can of Freon to the high side with the system on, the can may explode from the high pressure introduced into it.....
