I get the same thing with a late 90's Toyota Corolla. Car otherwise runs in dry weather. The symptom during or after a rain is the starter motor will turn, but the engine won't even "pop" as if trying to start. Sounds very similar to when bone dry out of fuel and trying to start. Note that this happens when parked in a driveway from dry weather to a rain, and *not* the situation where one foolishly drives fast through a puddle.
A 2003 Ford Explorer may not start if the battery is dead, no spark is being generated or it is out of fuel. The exact cause must be determined by a mechanic.

Take both cables off. Remove old battery. Put new battery in. Put cables back on.

Check fuses as the battery change should not initiate a "No Start" condition.
Could be your battery, starter, ignition, check them... would start with the battery !
