this could be because of a faulty body control module, BCM, they are about $950 from the dealer and all your relays are built into it for me my blinker just stays on all the time with the car on or off call Hyundai of North America file a claim if enough of us do this we will get our money back on the part and or get a new up dated one without the flaw the number is 1-800-633-5151
I have the same exact problem , i have a 1998 tiburon and the wipers are not moving.. i think it might be the wiper motor, I will buy one and see if that's the issue
Remove the inside panel from your Hyundai rear door. The wiper motor mechanism will be visible. Remove the wiper motor linkage. Remove the wiper motor wiring harness. Remove the wiper motor retaining bolts. Reverse the process to install the new rear wiper motor.
just twist the the end piece of the front wiper lever. left hand side on the European model

The windshield wiper motor is under the front cowl. After removing the cowl the motor should be easily accessed for replacement.

The 2000 Hyundai Tiburon has the most common hook-end wiper arms. See sources and related links below for installation videos. Also, purchase the replacement blades first and there will be additional instructions/illustrations on the replacement packages. Locate and press the tab or button where the wiper blade is inserted into the hook of the wiper arm and pull wiper blade out of hook. You may have to rotate and flex the blade to make enough clearance for the hook to pass through.
Remove the plastic cover from the arm, there is a size 12 nut on its base you can loosen, then just pull the arm by holding it from its base.
A COUPLE OF THINGS TO CHECK 1.Fuse 2.wiper relay 3.power to the wiper motor...if not, check the harness...if yes, check wiper motor. 4.Check the wiper switch on the column YOUR WIPER ARM NUT IS PROBABLY LOOSE. YOU WILL NEED EITHER A 14MM OR A 12MM WRENCH TO TIGHTEN.
