Remove the gas cap and listen at that location while someone turns on the ignition without starting the engine. The pump will come on and run for a few seconds then shut off. If you cannot hear it then it is not running. Check fuse, and relay before assuming it is defective.
If you have the 3.8L engine, ignition timing is controlled by the computer and cannot be altered without making changes to the computer. If you have the 3.1L engine, which has a distributor, you can set the timing as you would on any engine with a distributor.
