There is a switch to turn the lights on when the car is off. On an 01 & 07 impreza (and other model years too), it is on the top of the steering wheel column, in between the steering wheel and the gauges.
I did the same thing, took me an afternoon to find it, and I felt pretty silly when I figured it out.

I have run into the same thing with this kind of car. On the steering column at the top they have a switch that will turn the running lights on or turn them off. check the switch you may have hit it and turn it on.
There should be a switch on top of the steering column. Press this switch and they should cancel out.

Try checking the brake light switch. The brake lights are working fine. The running lights are staying on. The solution was the parking light switch on top of the steering column was in the "on" position. Switched it to off and problem solved. Actually never used the switch, guess one of the kids was playing with it... Thank you! That was a simple fix - i didn't even know that switch was there!
If you missed a step you would know IF there is anything else wrong you probably did if not theres probably nothing wrong really just a bit odd...
Make sure that the switch on the top of the steering column in turned off. That controls the running lights on the car. FYI that switch is basically used if you are pulled over somewhere and don't need help but yet you need your lights on and still need to take your keys.
There should be a switch on top of your steering column that turns on/off the "Parking Lights". Check to see if that is your problem. The switch should show red on the front of it if the lights are on.
What lights are you talking about? If you are talking about the tail lights - there is a switch on the top of the steering column of my 2001 Subaru RS Impreza. It was designed to allow the lights to stay on if parked on the side of the road. Some states require this. The switch is hard to see unless you look specifically for it.
