Sometimes when my car has been drivin around for a while and I shut it off then go to start it again weather it sits for 10 minutes or longer it starts to "load up". It doesn't do it everytime. I'm not sure if it's the Fuel Pressure reg, mass air flow sensor or etc?

Check for a vacum leak somewhere. Sounds like it is getting too much air. Most likely it is getting enough fuel, just too much air.
