There are state and federal rules and regulations governing this type business. The consequences of getting it wrong can bankrupt you. You need to start by calling your state attorney general and let them direct you to the proper agencies. The EPA and state rules today are very strict and the fines for breaking these rules are enormous. Make darn sure you follow all the rules and regulations.
