Do you mean the rpm's on the tach? The bike should not run down the road at idle. At idle, in gear it should jump forward and die. If not, the idle is too high.

so my problem is when car is cold it would start with no problem. But will idle for about 5 sec and die. RPM's will jump couple of times from 700 to 1500 and dead.... After been driving it its start right up and no problem idling. Also when you push it a little..... it dies too. After open throttle for about 10 sec and coming to complete stop it would die too.... Sounds like ECU to me or maybe something else?
Buy a new battery or call someone to jump your battery
It can be fast idle or it can be damaged motor mounts.
No, not always, but in most cases yes. If the battery has a cell that is shorted out it may not jump start.

Could be a number of things. Does it jump when you are driving it and parked? It could be an idle air control valve or even a throttle position sensor, it could be misfiring also. My t/a did the same and it turned out to be the idle air control valve.
The Subaru engine could have a vacuum leak, bad head gasket, stuck choke, or several other things causing the problem. Any of these could give problems then ease up as the engine warms up.
