The fuel pressure regulator is located on the driver side of the 3100 engine with one star drive screw at the end of the front fuel rail, just above your coolant temperature sensor. It has a pretty large nut with a steel fuel line coming out of the bottom of it.
At the top is about a 1/8" fitting that a capillary sized vacuum line attaches to it with a 90 degree elbow. That vacuum line goes back and connects underneath to the MAP (manifold pressure sensor).
The MAP is a little rectangular block with one vacuum hose connection underneath and one electrical connector with 3 pins. The MAP sensor is at the top rear of the engine right in front of your coil pack.
Hope this helps you locate the fuel pressure regulator.
Most of the engines I've seen in Buick, Pontiac, Chevy and Oldsmobile are almost identical in set up under the hood.

Fuel Pressure Regulator is located on the fuel rail.
the fuel pressure regulator should be right on the fuel injector rail
low pressure side on a buick skylark with a 2.4 engine is by the compresor. you get to it from under the car. left side, front side of engine.
on the fuel rail to the side
Faulty fuel pressure regulator, or injector. Make sure your air cleaner filter is not plugged.
The AC low pressure port on a 1999 Buick Century is located on the side of the AC accumulator. This is positioned in the left, rear of the engine compartment.
Attached to the end of the fuel rail (pie that connects to the injectors) there should be a round metal thing with a vacuum hose attached to it. This round thing is your fuel pressure regulator. Do not disconnect the vacuum hose with the engine running if you suspect a bad regulator, as fuel may spurt of if the diaphragm leaks and this could be a fire hazard.
I guessing its a 3.8 nonsupercharged engine. it's under the engine cover on the driver's side. follow the fuel rail where the fuel injectors are mounted. it's round with a vaccum hose connected to it.
what is a etc sensor for a buick rendevous
Do they have the same engine? If not, then no, it wont work. If they do, make sure they have the same fuel pressure requirment. If the engine and pressure is the same, they should be interchangeable.
check all vacuum hoses,a leak will cause erratic idling.also could be the throttle position sensor.plug a scan tool into the car, there should be a code,as to why the check engine lite is on.after driving the car, pull off the vacuum line on your fuel pressure regulator and if there is gas that comes out the vacuum hose , your problem is a bad fuel pressure regulator!!! :)
