The longer screw is for the idle speed.
On the carburetor you will find little letters cast next to each needle adjusting screw. H is for High, and L is for low.

Just got off the phone with Homelite support and got just the right person after three calls. Answer is: 32:1 They sent a copy of the manual which confirmed it. Other info: Choke lever is down for choke. Fuel/air mix screws: Left screw is high RPM adjust: 1.5 turns out to begin. Right screw is low RPM adjust: 1.25 turns out to begin.

High is 7/8 ths of a turn out from lightly seated. Low would be 1-1/4 turn out. This is ball park settings. The saw should run but will need fine tuning. Be careful not to turn the H screw in to far and lean out the mixture and damage the motor. http://store.chainsawr.com/
There could be a fouled out spark plug that would cause this. However the carburetor is the most common issue with these symptoms.
