The longer screw is for the idle speed.
On the carburetor you will find little letters cast next to each needle adjusting screw. H is for High, and L is for low.

Other info: Choke lever is down for choke. Fuel/air mix screws: Left screw is high RPM adjust: 1.5 turns out to begin. Right screw is low RPM adjust: 1.25 turns out to begin.
