First off, the condition of the battery. Assuming it still has the 6 volt system, have the battery tested and charged to eliminate one possiblity. Be sure all battery connections are clean and tight at both ends of each cable. Keep in mind that if this still has the 6 volt system, they didn't turn over fast to begin with. That is why many are converted over to 12 volt to improve the starting.
