Generally when you buy a Bred dog you get a quality of health clause in the agreement, if you have such an agreement, yes she should go back, if you do not, legally you are stuck with it but it never hurts to ask. Sadly, you should return the dog or take her as she is. Perhaps you could get some of what you paid back since she is not completely healthy. It does not sound like the breeder is doing the math--perhaps the interbreeding is too close which would magnify genetic faults, since you have had two dogs from them. ---- If a breeder's dog died after just 1 week and your new one has a bad medical condition, it points to 1 thing: THE BREEDER CANNOT LOOK AFTER DOGS. Most breeders are cruel. Most of them die because they don't get looked after properly.
I would recommend getting a dog from a sanctuary so that you don't pay somebody who hates dogs. Well a heart murmur is just that a murmur, it's not a big issue other than the fact your heart jumps a little now and again. If you are younger then this is almost common during the growth spurts in one's teen years and will settle down. If you want your lip pierced, talk to your doctor and see what he/she says about it. Then go from there.
