the parking brake may be stuck and that causes the brakes to lock up completely, and the horn and lights will stick work if the parking brake is stuck.
Brake lights and horn on a 1992 Honda Accord are all wiring into the same fuse. The fuse is located inside the engine bay fuse box rated as a 20A fuse in slot 42.
Check the fuse. On some hondas the horn and brake lights are on the same circuit. See if you have brake lights...if not, fuse for sure.
The horn fuse on a 1989 Honda is located in the engine compartment fuse box. The fuse in the engine compartment is in slot 4 and is also used for the brake lights.

Horn button is a momentary switch. Yours sounds stuck. Check the contacts. Once it grounds, the horn blows & sounds grounded.
If the brake lights & horn are on the same fused circuit the most likely cause of the problem is an open circuit before the fuse.

It appears that the gear shifter and the brake lights are tied to the same fuse as the horn. My car horn keeps sounding off sporadically and the only way I can get it to stop is to pull the fuse. when I pull tis particular fuse the brake lights go and the gear shifter does not work. In order to get it into gear I have to put the key in the gear shifter box.

Check the fuse first, then the brake bulbs. When you press the brake, it senses the brake lights and let's you take it out of park. This happened to me - 2 brake lights burnt at the same time with one already gone, and I couldn't get it in gear. I replaced the bulbs, touched the brake pedal and she went into gear no problem.
