Could be broken timing belt. Do the spark plugs have spark?
Check for fuel, do you here a hum from the fuel tank, and check for spark.

There are lots of reasons for it not starting. Here are some. No fuel. Blocked filters. Wrong air/fuel ratio. No spark. Flat battery. Damaged spark plug. Damaged leads. Water on the electrics.

Question that comes to minds here, is did this car start before the plugs were changed? The mere changing of the spark plugs is not the "miracle cure" for all car starting problems. There are other things like the fuel pump, the starter motor, the battery, the fuel lines, the fuel pump, the fuel injectors, the distributor system, gas in the tank, etc.
Since you got it wet and now it doesn't run, it probably just needs to dry out good. Here's why. If you really have spark and fuel... it will run. Suggest you check them again. Check for spark at the spark plug. Do you have a spark? Fuel, try putting a little dribble of gas (priming) down the intake and see if it tries to start. If it does, no gas at the injectors. Check all wires and connections. Make sure you didn't accidently do something to them.
not enough information is really given here, what engine? is it cranking over (meaning when you hit the key does the engine turn)? do you have fuel? do you have spark at all plugs? is the fuel filter clogged? is fuel getting to the injectors?

If it is a petrol landrover it needs 3 things, fuel, compression, spark. Not starting will be one of these missing so need to check that each is present starting with the easiest first - fuel and spark.. the absence of one of these is specific to the model of landrover so too long to go into here. The answer can go on in that you may have all three but the fuel air mixture is wrong or the spark occurs at the wrong time. but the above 3 are always a start point. A diesel requires fuel and compression but again the latter part of the petrol answer also applies. You do have the key in the ignition, right?
Hmmm, not much to go on here but the simplest of possible solutions not knowing what the asker has performed first: * no gas in tank * no fuel flow - fuel pump * clogged fuel filter * no spark plugs * missing or cracked spark plug * missing or cracked spark plug wire(s) * carburetor float adjustment (in normally asperated engines) * timing chain loose * Any number of other things can be the culprit ... just listing the obvious not knowing what has been checked before asking the question here.
Crank and turn over are the same thing. Crank and start or run would be better. Start back tracking. What did you do to the new motor that would cause it not to fire? Was it just a block, or block and heads, was the timing belt installed, what old parts or components were used? Is the timing correct, are you getting spark, fuel? You are just going to have to start checking things one thing at a time. Spark plug, wires, coil pack. Pull a plug and see if fuel is getting into the cylinders. If it's in time, getting fuel and spark, it has to run. Which of these is the problem? There is no way to tell from here.
