Start by changing the fuel filter and air filters. Yes, air filters. If they are clogged, it will cause the engine to run rich and the computer to compensate by leaning out the fuel mixture. Next, get your fuel injectors professionally cleaned. If that doesn't cure it have diagnostics run with a TECH-1 or TECH-2 analyzer, whichever applies to your year of engine computer. It could be as simple as the O2 sensor or EGR valve stuck open, or a bad MAF or MAP sensor. Also check for vacuum leaks! A vacuum leak will cause an overly lean fuel mixture. If still no joy, after changing the fuel filter, run a pressure test on the fuel pump. There is a tap on or near the intake manifold. If it's below factory specs you have a weak pump and it will have to be replaced. Bad news, it's in the fuel tank. The tank will have to be drained or nearly so, and removed from the car as the pump goes in from the top. Usually the exhaust system will have to be removed from the rear axle back to get the tank out. If everything checks out ok sofar, the the next step is to run a compression test and valve leak-down test to check for a bent or burnt intake valve.
The shop that does the engine computer diagnostics may have other ideas as well as to what could be wrong.
In the gas tank.
Yes, it does.
At least 40 psi

What do you need to know about a 94 Z28 camaro?
fuel filter is underneath the car, drivers side just in front of rear tire.
Without seeing it, it sounds like it is starving for fuel. You need to check fuel pump pressure.
