the flaps in the ductwork are controlled by multicolored vacuum lines on back of heater control assembly and vacuum is supplied by the carburetor/throttle body/intake. they may be disconnected,theres a coffee can looking cannister iaround the front of the engine compartment or a plastic bubble they are connected to that could be cracked or rusted out and therefore no vacuum cuz theres a hole in the system, or the flaps are just stuck or the rods that move them or the diphrams under the dash that control the rods are disconnected,or worn
the heat selector slide switch may not be connected or if the cable gets loose you can slide the heat selector back and forth but it won't switch the door over to heat. had that problem in a different car but sounds like whats wrong

Fan clutch faulty. Fan shroud missing or broken. Radiator air flow may be blocked from outside with debris (leaves and stuff).
thermostat probably stuck open needs to be checked or replaced
take the grill off and look up in there and pp it open with a screwdriver that's what i did on my 94 caprice
He had to replace the thermostat in his pickup truck. Another good sentence would be, the thermostat has settings on it to kick the heat or air on, depending on the temperature outside.
