Most likely it's what's called "blowby", that's when the piston rings do not seal adequately against the cylinder walls and exhaust gas leaks past, into the crankcase. when that happens the oil vapor is pushed into the breather tube the way you describe.
It COULD be a PCV valve, but even if it is you should check for blowby
Fuel filter or possibly Spark plugs. I would also change the PVC valve because its cheap and could also be the problem.
It's probably an electrical problem. It could be the radiator or the alternator. Check the filter caps.

yes a fuel filter problem can cause a starting problem because if your fuel filter blocks the gas wont flow through and you wont get gas to the pistons to start the engine
