22mm is the float height for this carb

your float is stuck in the carburetor. Clean it with carb cleaner.
The float is stuck in the OPEN position. Try sharply rapping on the float bowl several times with a non -metallic object. Screwdriver handles work great for this. I seriously doubt that the float went out of adjustment all by itself. Worst case scenario - take the float bowl off and spray carb cleaner around inside.
Float needle sticks in carb and allows excess fuel to seep past rings into oil.

Well your floats are probably stuck, so take off the carb and remove the float bowl or round thing on the bottom of the carb. Next there is a little pin that holds the floats that you are gonna want to remove then take the float needle out and use a Q-tip to clean it out and reassemble the carb. If it still leaks then you need to adjust the float height by bending the little tab on the floats until it stops leaking.
Usually any fuel leaking out of the carb like that would be an indication of a sticking or defective needle/seat and or float mechanismn. Clean thoroughly with carb cleaner and or rreplace needle/seat/float and bowl gasket.
sounds like you have a float that is stuck. when the float stcks down it allows more gas into the carb. you may need to pull the carb to clean the float needle and seat.
