First thing to have checked is your battery! See if it is fully charged and holding a charge. Check simple things before moving to more difficult. Check your glow plugs ie( heating plug) weather its working or not if it fails u 'll face this problem. u can check with battery and a wire with passing the current. if the spark is produced in glow plug it works or it does not . any quires let me know
Check the Initial Air Controller (IAC). It's a little cylinder shape device attached to the throttle body. It's kinda like an automatic choke. I took mine off, cleaned it, and put it back on. Starts just fine now. Make sure not to use something that will deteriorate the rubber parts inside. I used WD-40.

i had the same problem with my 3500 express and it was the fuel pump not getting 60 psi. i olny had 45 pounds and it was hard to start cold
It means it is very hard to start and keep running in cold weather.
