A real common problem for toyotas, according to the dealer, is for the contacts within the starter solenoid to get burned and worn and necessitate replacement. The starter has an integral solenoid that is rebuildable with replacement contacts that can be had at the dealer for about 6 dollars each(there are two). The plunger or disk that the contacts touch needs to be cleaned with some emery cloth sandpaper or scotch brite. Ensure that there is insulation at both contact where it contacts the starter body or it will short.
The other solution is a new solenoid which is over $100.

A starter will not disengage if the ignition switch is stuck or if the solenoid has jammed. This will cause the starter to constantly receive power.
you need to remove the intake that is on top of your starter.I hope that helps.Fred

Disconnect the battery...
when you return the key to the on position, it ceases to power the starter motor and the Bendix spring retracts.
Your starter has gone bad and will need to be replaced unless you can take the starter to an automotive electrician and he may be able to fix it.
the bendix gear on the starter is stuck on the flywheel remove starter check bendix gear for wear if worn to bad replace starter
It's possible, but more likely the starter is faulty or wired wrong.
Check and or replace your starter solenoid.
