I had the same problem on my 98 eldo for a while. The electrical connection on yours(as was mine) is lose. I found the connector was not making good contact so I simply wrapped the unpluged portion of the connector with electrical tape to make it a tight fit. You can test your motor by take wire leads from the connector to the actual motor but be very careful you dont test it for too long or your latch piston will pop off.
The latch itself is held on with bolts, easy enough to change. The release cable has to be fed down the inside of the rocker panel and into the trunk.
Sometimes the latch on mine sticks on the drivers side, i usually push the seat back with my other hand to relieve the pressure on the latch. I then pull up on the handle and the latch will release all the way and allow the seat to come forward.
I have a similar problem, the latch isn't releasing. The only way I have found to open the hood is to have one person to pull the lever and another pull up on the hood. That should release it. (to fix it, you will need to replace the latch and the cable- it's a bit expensive) Hope this helps

Pull the back seats down then take the cover off. Just pull it up and then unscrew the speakers.
I have an 98 amigo,First take out at least the side windows or you'll rip them.Then on the inside of the passanger compartment tward the back on the solid side of the roof there are 2 clamps,push the button and pull the lever down.Push the top back.You should latch it down so it won't pop up on a good bump.Good Travels.
On my 96 eldorado there are 3 fuse boxes. 2 in engine compartment 1 in trunk. The regular fuse box in engine compartment is on the drivers side under a plastic panel with an access door that you slide up and pull open, it's about 4"x4" and is marked fuses. The second one is maxi fuses and relays and is under the plastic cover, you have to pull the large plastic cover up and out to access this one. The one in the trunk is located on the back of the seat, drivers side. Pull the black material down to access the fuse panel. on your 98, again this is on my 96.

I assume you have tried opening it by pulling the hood release lever. Determine the cause of the hood not opening. If the release handle for the hood doesn't retract back into position after you pull it, it's likely that the cable leading to the latch is broken. If the release handle retracts as usual and you can feel it trying to release the latch, it may be the latch itself that is broken. It is more common for the latch to be broken or jammed than for the cable to be broken. Rule out the hood being jammed shut before you proceed as if the latch is broken. Have another person stand in front of the car and pull up on the hood while you stay inside the car and pull on the hood release cable. This may help unjam the hood if that is the problem. If this still doesn't help the hood lift up, you can proceed as if the latch unit is broken. Shine a flashlight through the front grill of the car to locate the latch unit. Once you can see it, use a screwdriver to go through the front grill and manipulate the screwdriver in different ways, trying to open the latch. The latch is spring loaded, so it may take pressure to open the latch manually. Be careful to stay away from the condenser for the air conditioning unit--the screwdriver could puncture a hole in it if you don't keep it only on the latch assembly.
