You were running on the battery's reserve capacity ... If you can, take the van to a local repair shop, or Autozone or similar for an electrical systems test - alternator and battery of particular interest.
If the van won't go, then I would remove the alternator and take it in for bench testing.
Luckily, removing the alternator is a pretty straight-forward process.

First of all, if the battery was low enough you had to jump start it, 15 minutes isn't nearly enough to recharge it. You either have a bad battery or a bad alternator. Either of which you can have tested at a parts store.
Have you drove the car around? Sometimes it takes the alt. awhile to "kick" in. Say around the block twice?
You need a new battery or a new alternator.
