There are two bulbs for the the front and i think the back signals. that happened to me and I went searching to find that one of the bulbs was burnt. should be easy to find.
The dealer that I work at has a snow plow on a 2000 Dodge Durango. It isn't the best vehicle as a snow plow but it works.
Check the fuses for your brakes.

You need to replace blower motor resistor.
The blower motor speed resistor is burned out.

There is no separate washer fluid reservoir for the rear washer. It all works out of the front reservoir.
I would guess that both of your brake light bulbs are burned out, and only the high mount bulbs are still working.
Usually this a faulty signal light switch. The Signal light switch disconects the brake light on the signaling side and makes it flash.
Your radio signal works by using its signal to go to a tower and back to your radio (Via antenna).
