depends on the damage and how cool the owners of the car are, offer to pay but how much damage could there be? I believe you just shouldn't say any thing and leave the accident fast, and maybe they wont notice.

How "minor" the damage is has nothing to do with it, in the eyes of the law. You are obligated to call the insurance company immediately to protect your own legal position.
As long as the parked vehicle is parked properly and not illegally parked in any manner, then the vehicle that rear-ended the parked car is at fault. Now if the parked car is sitting illegally (such as double parked or parked in a no parking zone, etc.) then the parked car is at fault or even both the parked car AND the car that hits it are BOTH at fault.
