I think you're running super rich ( common Z problem ).
Most likely a problem with your AFM and not the fuel pressure regulator.

Children may laugh after getting in trouble as a way of diffusing tension or anxiety. Laughter can act as a coping mechanism in stressful situations, helping children to release nervous energy or discomfort. It may also be a response to feeling embarrassed or unsure of how to react.
check the fuel pressure regulator by taking the vacum line off it. if the line is wet or some gas comes out of the regulator the regulator is bad change it. I had the same prob and after changing the fpr it was fixed.
Send me your e-mail address and I will forward you the immage of the fuse box cover.

Ask your question again because I believe you mean a starter. I've never seen anyone start a voltage regulator.
Of course it is not normal. You have no fuel pressure at startup, and the engine is starving for fuel. Look at the fuel pressure regulator or for leaking fuel injectors that are bleeding off at shut down. This is definitely not normal and anyone who tells you it is, should not be trusted to repair this vehicle.
