The first thing to do is try to clarify how the booking was made, if directly over the phone or via an internet portal, tour-operator or GDS. If the customer remembers where the booking was made, it is relatively easy to go and check if the booking is still valid but has not been received for any reason or if the booking was cancelled or even, if there is no such booking (sometimes people mistake booking requests as confirmed bookings). All this checking takes time, so while some Hotels give you directly a room and sort out the details later, some other Hotels could ask you to wait to confirm all the details of your booking before giving you a room. This is done at the discretion of the Hotel. If the booking is real and the Hotel has rooms, they will give a room to you. If the Hotel is full and they cannot accept your booking, you will be sent to the nearest Hotel with the same or superior category and the Hotel will pay for any price differential, if any. If, after checking everything, there is no evidence whatsoever that the booking is real, then the Hotel has no obligation at all. They could provide you with a room at a special price just in case, but this is done mostly as a marketing device to avoid future backlash.
