When fuel cannot enter a carbureator like yours I would think it is because the float and /or needle valve is stuck. In other words the carburetor thinks it is full of fuel so it is shutting off any more incoming fuel. The filter on that model should only be inline not in the carb. I would remove the carb and take the top off of it. Take a can of GUMOUT and clean the needle /seat assembly good and make sure the float is working properly.
A person should have a diagram when they are working on a carburetor of any car. A diagram for the 1987 Toyota Corolla carburetor can be found in the maintenance manual and the repair manual.

I would expect to find a carburetor diagram at your local Toyota dealer, you can ask them how much it costs, or see if Auto Zone has it. I choose Toyota because Chevy Novas at the time were built by Toyota and were on the same chassis as the Corolla.

You can't find it because it does not have a carburetor. All 1998 Toyota's are Fuel Injected. All Corollas sold in the U.S. since 1993 have been Fuel Injected.
Answerthere is no carburetor on a 92. this model has multiport fuel injection.but a few models like the gls came with a carb, 4A-F engine i think it is....
