I do not know of any specific law stating this. However, I have seen it stated in most merchant agreements something to that effect. It's probably in the cardholder agreements as well. I think the main reason is to prevent the cardholder from circumventing doing a cash advance and avoiding the associated fees that the bank imposes on cash advances. In my experience, though. I have returned an item to a store, which I had lost the receipt, and they issued me a store 'gift card' for that value.
To verify a credit card you can call the number on the back of the card and plug through the automated system if you are the cardholder. To verify a credit card if you are a merchant, you can use an online tool just to see if it is real. I put the tool in the related links below. Just type any card number and it will verify if the card is a real and possible card - but won't tell you if the card will be approved or declined. If you are a merchant, you can of course, run the card through your terminal as an authorization only, or call in a voice authroization. Another way to verify a card is to call the national assistance center phone number. For VISA, you can call 1-800-VISA-911 and go throught the merchant prompts. You can use their automated system to determine if the card is up and running. For MasterCard, you can call 1-800-MC-ASSIST. Both have an address verificaiton tester and card number validation prompt you can use to see if the card is active as well.
To apply for a merchant credit card you must be a merchant. You can apply online as long as you comply with all the rules. Becoming a merchant enables you to process credit cards online with a merchant discount.

A cardholder obtains goods and services for personal use. The delivery address is the employee's home, and a third party cannot confirm receipt of materials. The cardholder also advises merchant to split transactions to ensure they do not exceed the cardholder's single purchase limit.
The card info. usually goes to a payment gateway processor. The processor checks to see if the card is valid, if it is approved the funds for payment are held in the cardholder's account. At the end of the day (week) the merchant performs the transaction via the processor again, and the payment is transferred from the account holder to the merchant.

You contact a merchant company like Paypal or Merchant focus, and apply for your merchant account. Once approved you can start using it. There is more then the two companies mentioned above that provide merchant accounts.
To process a credit card transaction the merchant sends the authorization request to First Data Merchant Services. FDMS then sends the card and purchaser information to the issuing bank, if everything checks out and the cardholder has the balance on the card then the approval is sent back to the merchant.
A debit card charge must be posted no more than 30 days from the date of purchase. The merchant can still post a charge after the 30 days however they open themselves up to getting a chargeback from the cardholder/bank. A chargeback is a right that every cardholder/bank have. It is a way for the CH/Bank to get back their money when a merchant incorrectly processes a transaction.
