There are policies in government and in business. A policy is a set of rules and regulations. An example of a policy is a store that does not accept returns for cash unless you have a receipt. That is the company policy.
It comes from the Greek word "Polis" meaning "city", or "body of citizens". Other words that come from the word "polis" are "metropolis", which is governed by "politicians" who dictate policy, which is enforced by "police".
Devolution refers to the transfer of power to a lower level of government. Conservatives accept this concept but believe the federal government should set its policy.
John Locke believed that people should set up a new government when the existing government fails to protect their natural rights, namely life, liberty, and property. He argued that when a government violates these rights, people have the right to rebel and form a new government that will secure and protect their rights.
