It could a few things. It could be a tumor (may be malignant or benign). It also could be a swollen lymph node, however generally these tend to be painful. It could also be a cyst which is just a fluid filled cavity. It could also be a goiter, due to a deficiency in iodine or Graves disease. The doctor will most likely palpate (feel) the lump, as well as around the rest of your neck and upper body. He or she will also probably order blood tests to see if anything is abnormal. They also may do an ultrasound or an MRI to see what it looks like. Another diagnostic procedure commonly done is a biopsy. This will be done to see what is inside the lump, as well as to rule out cancer (as biopsies are the only definitive way to diagnose if it is cancer or not). Hope everything works out!

The answer to your question is dependent on why there is an IV where the pads should go. If they have an IV in the artery under the clavicle then they are in the Hospital and most likely in the ER, thus a Doctor should be present.
You do not swim with a broken clavicle. You use your hands, legs and body movement. Under no circumstances should you use a broken clavicle or an intact one, yours or anyone else's to swim.
