If we're using Dante's version of Hell/Limbo, then Limbo was reserved for virtuous pagans. This usually meant people who were generally good but had no knowledge of Christianity and therefore, can't go to Heaven but aren't condemned to Hell.

In short, according to Dante, people who would be in Limbo are Virgil, Homer, Socrates, Aristotle, etc. All of these people lived before the time of Christ and therefore, had no knowledge of Christianity, etc.
