The Republican form of government in ancient Rome was developed so no one person could hold too much power. They purposely sought to avoid the lack of a voice for the people that is commonly associated with a monarchy.
Because the republican form of government has trickled down to just about every government on the planet. Even the tyrannical or dictatorial governments claim to be a "republic". Ideally, in a republic, the people have the choice of leaders and the power to oust or retain them.

The US has a "republican" form of government (small "r") because the nation was founded as a Republic. It does not refer to which political party happens to be in power at any given time. A republican government refers to the concept of 'rule by law', which stands for all citizens, including rulers (i.e.) "no one is above the law").
