Insert hard drive CD when you start up your computer. Check box when it asks you if you want to delete and re-use your hard drive. When completed, insert your OS CD, and money in the bank... if you want a quick re-format, dont insert the hard drive CD on startup.. just insert the OS CD on start up.. it will do a quick reformat that will give you results until you can find your hard drive CD if you dont have one. You can also use DBAN or wipedrive - both these free and paid for products will erase / wipe your hard drive to DOD standards. Be more specific please. If you mean deleting all the files, the best method i would suggest is to reinstall the OS.

If you only have one hard drive, you have to create two or more partitions for every "instance" of Windows (or any other OS for that matter) you want to install. Just google for partition manager or something. Then you have to start the installation process (booting from Windows XP CD) and select the proper partition for installation. Repeat the above procedure for second partition and there you have it. You will probably need to adjust your BIOS settings to boot from the different partitions. But i do not see the point in this.... It makes sense if you want to have different OS on one computer, but the same one twice does not make any sense...... regards
A computer hard disk cam be split into partitions, this can be done for many reasons, including the need for two different operating systems on one computer and to reduce disk space wastage. A secondary partition would be any such partition on the disk, which is not the first partition, you would normally expect to boot from the primary partition.
The first attempt to allow for multiprogramming used fixed partitions (also called static partitions) within the main memory-one partition for each job. Because the size of each partition was designated when the system was powered on, each partition could only be reconfigured when the computer system was shut down, reconfigured, and restarted. Thus, once the system was in operation the partition sizes remained static.
The computer starts to make necessary preparations to format and name the partition.

You have two choices. First one is to use virtual machines (VMWare is one of the best ones). Or you can make your system dual boot. For that you need to have at least two partitions large enough to hold Vista or Windows 7. First install Vista in the first partition, second, install Windows 7 as a new installation in another partition.
