it sounds like the instrument cluster went bad
Have it checked for codes, the code will tell you what to diagnose.
Warning that you are over revving the engine.
It will be right in the cluster(Where your spedo is and the tach) It is bright yellow if it doesn't show up then the bulb is burnt out which means it was on for a really long time.
defective battery cable or needs tune up
You don't. A tach (tachometer) measures engine RPM (Revolutions per Minute), not mileage.
if it is a hei ignition there is a place on the distributor cap that says tach.
Most tachs have a green wire that goes to the negative side of the coil, and at least two more wires for hot and ground. Sometimes there are two hots. One for the tach and one for the light. Check inside your tach to determine which wire goes to ground, and you should be able to figure it out from there.
tachometer quit working - all else on the fuse works. where is the tach sender? Is it possible to check the tach and sender without removing the instrument cluster? where do I find the wiring diagram for the tach and sender? auto: MB300TE, 1991 GASOLINE
The RPM is the revolutions per minute of the engine. When you are sitting at a light or stop sign the engine is still running and the tach should show the engine RPM's, probably around 650. This is normal.
It depends on the year and options. Which year model are you asking about? On the 1996-2000 cluster, there's a light between the tach and speedometer for the cruise control (if equipped).
Check your belts and make sure they are not slipping. Also your governor may not be allowing your engine to rev to full speed. Buy a mini tach and test.
I wasnt aware Chevy used a 400cc engine
