Any one who was not a Levite could not approach the Jewish Temple altar. They were the protectors and service people of the tabernacle and Temple:

6Bring the tribe of Levi near, and present them before Aaron the priest, that they may minister unto him. 7And they shall keep his charge, and the charge of the whole congregation before the tabernacle of the congregation, to do the service of the tabernacle. 8And they shall keep all the instruments of the tabernacle of the congregation, and the charge of the children of Israel, to do the service of the tabernacle. 9And thou shalt give the Levites unto Aaron and to his sons: they are wholly given unto him out of the children of Israel. 10And thou shalt appoint Aaron and his sons, and they shall wait on their priest's office: and the stranger that cometh nigh shall be put to death.

If a person committed murder accidentally they could seek refuge, but a murderer could not.

14But if a man come presumptuously upon his neighbour, to slay him with guile; thou shalt take him from mine altar, that he may die.

21:16 And the LORD spake unto Moses, saying, 21:17Speak unto Aaron, saying, Whosoever he be of thy seed in their generations that hath any blemish, let him not approach to offer the bread of his God. 21:18 For whatsoever man he be that hath a blemish, he shall not approach: a blind man, or a lame, or he that hath a flat nose, or any thing superfluous, 21:19 Or a man that is brokenfooted, or brokenhanded, 21:20 Or crookbackt, or a dwarf, or that hath a blemish in his eye, or be scurvy, or scabbed, or hath his stones broken; 21:21No man that hath a blemish of the seed of Aaron the priest shall come nigh to offer the offerings of the LORD made by fire: he hath a blemish; he shall not come nigh to offer the bread of his God. 21:22 He shall eat the bread of his God, both of the most holy, and of the holy. 21:23 Only he shall not go in unto the vail, nor come nigh unto the altar, because he hath a blemish; that he profane not my sanctuaries: for I the LORD do sanctify them.
