When an unscheduled session is called by the President it is called a special session. Special sessions may be convened to address special topics, or emergencies such as war or natural disaster.
Two sessions of Congress equals one Term. A term is two years.

President Harry Truman used this ploy as part of an election campaign strategy. He referred to the 1947-1948 Term as the "Do-Nothing 80th Congress."
