There has never been a president who was a minister of France. Jefferson served as a colonial Representative to France while the American Revolution was going on, but never was a French minister. George Washington was appointed Commander in Chief by the Continental Congress and lead the Continental Army (later to become the US Army) to victory in the Revolutionary war. There was a potential of war with France. With that in mind John Adams appointed George Washington to command an Army, who as it turned out never went to war.
