American V-8 engines are commonly set with a dwell angle of 28-32 degrees. The point set is found under the distributor cap. It looks like a tiny record player arm without the turntable.

A 522 big block V8 is a good drop in turn key crate engine for an automatic trans in a 1963 Pontiac Catalina. It produces a good lopey sound with good HP and torque in the 400 to 500 range. A 3.73 rear end gearing is a good choice for daily driving and will have no issues for most drivers.
Yes you can put a 400 from most any 60's year into the older pontiac. The only drawback is the length of the drive shaft. You might have to have your old one machined to fit the new powertrain.
