An well known country that developed the flying bomb in WW2 was Nazi Germany with the V1 Bomb. However, the flying bomb can be traced back to the US in 1916 but wasn't that successful.

From flying over the areas where the 9/11 attacks occured obviously, that is NYC, The Pentagon, as well as Washington DC I imagine. Banning them completely that day in large cities like LA and Chicago would have caused real chaos.
