There is no certain rules on this issue but Immigration officers at every port have full authorization to allow you to enter US or cancel your visa and put you on the plane back to your home country immediately.
If you do not have strong evidence of ties to your job, your family, your home country and you are unable to satisfy the immigration officer at the interview about your situation and reason of long stay on previous visit, etc., you may or may not be allowed to enter US.
My suggestion is if you have a full time job in your country, bring proof of your annual leave issued and approved by your employer. It's the best bet.

It depends on what kind of a visa you have when you're living there. Do you have Indefinite Leave to Remain? How long will you be in Spain? Spain is a Schengen member and the UK is not. So, if you're staying in the UK under the Visa Waiver Program (as a tourist for 6 months or less), you can go to Spain and stay for no more than 90 days. Schengen countries allow US citizens to visit the Schengen Zone through the VWP for up to 90 days out of every 180 (i.e. you can stay 3 months and have to leave 3 months before you can stay another 3).
