Yes they did but, the flame of revolution had been ignited and events were in motion that could not be halted because the communications system of the day was not capable of rapid response.

The Americans had more or less ignored duties and tarriff and turned to smuggling as an expedient way to beat the system. The Mother Countries tax was making them rich. Try to imagine a world today where Canada and the United States were not just good neighbors but were a part of the same United States of Northern England in the New World.
