yes they did. instead of a heros welcome, they were treated very badly. they were spat on, called baby killers, and all of this traced to the media who provivded the American puplic with gruesome acts of war.
Some men and women who developed PTSD, while able to get a job, sometimes had trouble staying in the job for any length of time. Problems with following a daily boring routine (compared with the action of combat), inability to take orders from civilian bosses, excessive sick time and other job related discipline problems, Alcoholism and drug abuse...these were some of the things that made it difficult for some (a lot less than the media made out to be) veterans to keep a job.
Because having governments for groups of states would create problems with keeping them all well-run and good.
