The other 2 delegates, John Lansing and Robert Yates, were anti-Federalists from the get go and chosen to nullify any vote that Alexander Hamilton put out (as he was an ardent Federalist). They ended up leaving, and that left Hamilton as the only New York delegate. Since he was the only delegate from his state, he did not get a vote because there had to be 2. However, he still had a voice and he still signed the Constitution, and later wrote a good chunk of the 85 essays that make up the Federalist Papers.
Hamilton established the first National Bank of the U.S. to assume state debts. Hamilton used his loose constructionist views to ensure that America had a strong national government. Most Republicans have his view, that the government which governs the least governs the greatest.
Alexander Hamilton wanted to pay the government's expenses. He was an economic conservative, with economic ideas similar to Washington's. To pay the expenses he asked Congress for a 5 percent tariff on imports. But the government also needed to establish a good credit rating with other nations. The new government was already about $56 million in debt. Hamilton proposed several steps: 1. Fund the entire Confederation-era debt at face value. This would show the good faith of the new government. 2. Assume the state's debts that had been contracted during and after the war. By paying back these loans, the government would again be showing its good credit. 3. The main pillar of Hamilton's fiscal plan was to establish a Bank of the United States. The BUS would have power over other banks, and basically control the economy of the US. Sort of like the FED operates today. Hamilton lost out on the tariff increase as farmers feared it would cost them too much to purchase the manufactured goods they needed from Europe. He also lost out on a projectionist tariff, as the rates remained low.

Actually, Hamilton wrote in the Federalist Papers, that impeachment was more than just an issue regarding the breaking of a law. Hamiltonians were people who followed and supported the policies that Alexander Hamilton espoused on the fiscal affairs of the new union. Hamilton wanted a strong federal government relative to the states. Most importantly, though, Hamilton wanted the federal government to assume the debts that the various states had incurred in paying for the Revolutionary War. Some states had paid down much of their debts themselves and did not want the federal government to assume them. If it did, it would spread the cost of repayment of the entire debt among all of the states. This would have the effect of making some states pay for other states' debts. Hamilton had other fiscal ideas like having a national bank, which many states and people opposed. As it turned out, Hamilton's followers were diametrically opposed by Jefferson and Madison, sometimes referred to as Jeffersonians or Republicans.
