There is no cheat for having all 493 Pokemon in your PC box. There are certain codes that will help you catch them all there is even the migrate function if you have a Pokemon for gameboy and a DS lite. Or the Pokemon transfer for Pokemon Black and White

Second of all, people who use Action Replay are lazy fat people who cant play the game correctly. If you use an Action Replay on your game to much, your game will freeze and wont be usable any more.

I do not think that there is a cheat to get all of the Pokemon without your Pokedex being complete. I know of several Pokemodifier codes that can get you whatever Pokemon you want, and some codes that give you an automatically filled Pokedex. However, I do not believe that there is a code in existence like the one that is described above.
