Initially, those in favor of neutrality were the vast majority. Eventually those supporting participation in the war became a larger and larger fraction of the population, until they were so large that a declaration of war became politically possible.

Spain was neutral during World War I. They did not fight, but did sell supplies to both sides.

Sweden is neutral, and America goes to war. Sweden doesn't chop down as many forests as we do.
