That depends upon a number of things. Any given variety of corn will produce a characteristic number of kernel rows, as counted in the middle of the ear (fewer rows at the end, where the ear tapers). Also, "poor growing conditions" generally won't affect the number of rows. It has to be an EXTREME event, entailing severe physical or chemical damage to the plant, in an early stage of vegetative development. Lack of moisture isn't enough, at any time of the growing season. And nothing can affect the number of rows once the plant reaches the reproductive stages of development.
