I live in Pennsylvania where laws are a bit different than in NY, however I worked in an SPCA shelter for a long time and recently left in May of 2009.
Because of insurance regulations and child labor laws, you would unfortunately not be able to volunteer in animal care or animal shelters because there is too much risk involved in volunteering. Most places take volunteers age 16 and up.
However, you can organize drives and community events to collect useful items like mild household cleaners, used or new leashes and collars, carriers and blankets, treats, dry and canned dog foods, used pet items, newspapers and gallons of purified spring water. Don't forget rabbits, birds, ferrets, chinchillas, guinea pigs, hamsters, gerbils, rats, mice, reptiles, arachnids and amphibians!!
You can then donate all these items to your local shelter, which will greatly help the animals. You can also request to meet with the shelter staff or manager to talk to him about all the donations and all the people that helped to make it possible. You might even get your name on a gold wall plate or in the shelter newsletter!
Another great way to help the animals is to visit the shelter every weekend and give love to the animals or talk to them, and spend some time with the ones that look lonely. This will be the most beneficial thing of all, because the animals that end up at shelters are usually very scared and unloved.

Well, they should let you at 13, so 14 is perfect. But look online in your area, and find different animal shelters that will let you volunteer at that age. They really shoould But you have to be at least sixteen to actually work there. actually your actually old enough.....did you try SPCA??? they usually start @ age 14....
