No we can't use 100cc 4 -stroke dirt bike race against 85cc dirt bikes.
The only dirt bikes that are legal in all states are Enduros. That is dirt bikes with turn signals, headlights / taillights, and a license plate. Any dirt bike not equipped with these is not street legal in any state.

All of the Orion bikes use a 4 stroke engine.
no. they are not street legal.
There are no laws governing dirt bikes, they are made to be ridden offroad. If you do put a dual sport kit on a dirt bike and get a tag, then all laws pertaining to street bikes apply to you. You might check this link: http://www.txdps.state.tx.us/msb/
My opinion, no. You have to mix gas for the two stroke, and two stokes are not as powerful.
Yes, I have one. ^^ Unfortunately this guy is right. You can get 4 stroke dirt bikes, they require you to have less skills to ride and more money for maintenance. The main problem is they are so expensive they are pushing many talented riders out of the sport.
The quicker 2 stroke dirt bikes use a gas/oil mix. Most bikes you see on the road are 4 stroke and use regular gasoline.
